Refactor to use UnsafeStringToBytes (#31358)
The PR replaces all `goldmark/util.BytesToReadOnlyString` with
`util.UnsafeBytesToString`, `goldmark/util.StringToReadOnlyBytes` with
`util.UnsafeStringToBytes`. This removes one `TODO`.
