This PR just implement the org / user (depends on the owner of the
current repository) and repo level variables, The Environment level
variables have not been implemented.
Because
[Environment](https://docs.github.com/en/actions/deployment/targeting-different-environments/using-environments-for-deployment#about-environments )
is a module separate from `Actions`. Maybe it would be better to create
a new PR to do it.

Respect original content when creating secrets ( #24745 )

Fix #24721 .
Follow what GitHub does:
- Don't trim spaces for secrets.
- Newline should be `\n` instead of `\r\n`.
Did some tests with:

show_secrets:
runs-on: ubuntu-latest
steps:
- name: Dump secrets context
run: echo '${{ toJSON(secrets) }}' | base64
```

Secrets storage with SecretKey encrypted ( #22142 )

Fork of #14483 , but [gave up
MasterKey](https://github.com/go-gitea/gitea/pull/14483#issuecomment-1350728557 ),
and fixed some problems.
Close #12065 .
Needed by #13539 .
Featrues:
- Secrets for repo and org, not user yet.
- Use SecretKey to encrypte/encrypt secrets.
- Trim spaces of secret value.
- Add a new locale ini block, to make it easy to support secrets for
user.
