Add merge style fast-forward-only (#28954)
With this option, it is possible to require a linear commit history with
the following benefits over the next best option `Rebase+fast-forward`:
The original commits continue existing, with the original signatures
continuing to stay valid instead of being rewritten, there is no merge
commit, and reverting commits becomes easier.

[GITEA] Allow changing the repo Wiki branch to main
Previously, the repo wiki was hardcoded to use `master` as its branch,
this change makes it possible to use `main` (or something else, governed
by `[repository].DEFAULT_BRANCH`, a setting that already exists and
defaults to `main`).

The way it is done is that a new column is added to the `repository`
table: `wiki_branch`. The migration will make existing repositories
default to `master`, for compatibility's sake, even if they don't have a
Wiki (because it's easier to do that). Newly created repositories will
default to `[repository].DEFAULT_BRANCH` instead.

The Wiki service was updated to use the branch name stored in the
database, and fall back to the default if it is empty.

Old repositories with Wikis using the older `master` branch will have
the option to do a one-time transition to `main`, available via the
repository settings in the "Danger Zone". This option will only be
available for repositories that have the internal wiki enabled, it is
not empty, and the wiki branch is not `[repository].DEFAULT_BRANCH`.

When migrating a repository with a Wiki, Forgejo will use the same
branch name for the wiki as the source repository did. If that's not the
same as the default, the option to normalize it will be available after
the migration's done.

Additionally, the `/api/v1/{owner}/{repo}` endpoint was updated: it will
now include the wiki branch name in `GET` requests, and allow changing
the wiki branch via `PATCH`.

[GITEA] POST /repos/{owner}/{repo}/pulls/{index}/reviews/{id}/comments (squash) do not implicitly create a review

If a comment already exists in a review, the comment is added. If it
is the first comment added to a review, it will implicitly create a
new review instead of adding to the existing one.

The pull_service.CreateCodeComment function is responsibe for this
behavior and it will defer to createCodeComment once the review is
determined, either because it was found or because it was created.

Rename createCodeComment into CreateCodeCommentKnownReviewID to expose
it and change the API endpoint to use it instead. Since the review is
provided by the user and verified to exist already, there is no need
for the logic implemented by CreateCodeComment.

The tests are modified to remove the initial comment from the fixture
because it was creating the false positive. I was verified to fail
without this fix.

[FEAT] add Forgero Git Service (squash) more tests

Previously only Gitea service was being tested under self-hosted migrations. Since Forgejo is also self-hosted and in fact use the same downloader/migrator we can add to this suite another test that will do the same, migrating the same repository under the same local instance but for the Forgejo service (represented by 9)

Draft status of a PR is currently not exposed by the API. This PR adds a
'draft' field to pull requests in the API, which is used to correctly

Fix an actions schedule bug (#28942)
In #28691, schedule plans will be deleted when a repo's actions unit is
disabled. But when the unit is enabled, the schedule plans won't be
created again.

This PR fixes the bug. The schedule plans will be created again when the
actions unit is re-enabled

Simplify how git repositories are opened (#28937)
## Purpose
This is a refactor toward building an abstraction over managing git
repositories.
Afterwards, it does not matter anymore if they are stored on the local
disk or somewhere remote.

## What this PR changes
We used `git.OpenRepository` everywhere previously.
Now, we should split them into two distinct functions:

Firstly, there are temporary repositories which do not change:

```go
git.OpenRepository(ctx, diskPath)
```

Gitea managed repositories having a record in the database in the
`repository` table are moved into the new package `gitrepo`:

```go
gitrepo.OpenRepository(ctx, repo_model.Repo)
```

Why is `repo_model.Repository` the second parameter instead of file
path?
Because then we can easily adapt our repository storage strategy.
The repositories can be stored locally, however, they could just as well
be stored on a remote server.

## Further changes in other PRs
- A Git Command wrapper on package `gitrepo` could be created. i.e.
`NewCommand(ctx, repo_model.Repository, commands...)`. `git.RunOpts{Dir:
repo.RepoPath()}`, the directory should be empty before invoking this
method and it can be filled in the function only. #28940
- Remove the `RepoPath()`/`WikiPath()` functions to reduce the
possibility of mistakes.

Add branch protection setting for ignoring stale approvals (#28498)
Fixes #27114.

* In Gitea 1.12 (#9532), a "dismiss stale approvals" branch protection
setting was introduced, for ignoring stale reviews when verifying the
approval count of a pull request.
* In Gitea 1.14 (#12674), the "dismiss review" feature was added.
* This caused confusion with users (#25858), as "dismiss" now means 2
different things.
* In Gitea 1.20 (#25882), the behavior of the "dismiss stale approvals"
branch protection was modified to actually dismiss the stale review.

For some users this new behavior of dismissing the stale reviews is not
desirable.

So this PR reintroduces the old behavior as a new "ignore stale
approvals" branch protection setting.

Fix push mirror, wrong timestamp format (#27153)
I noticed, that the push mirrors endpoint, is the only endpoint which
returns the times in long format rather than as time.Time().

I think the behavior should be consistent across the project.

This reduces the usage of `db.DefaultContext`. I think I've got enough
files for the first PR. When this is merged, I will continue working on
this.

Considering how many files this PR affect, I hope it won't take to long
to merge, so I don't end up in the merge conflict hell.

Allow to archive labels (#26478)
## Archived labels 

This adds the structure to allow for archived labels.
Archived labels are, just like closed milestones or projects, a medium to hide information without deleting it.
It is especially useful if there are outdated labels that should no longer be used without deleting the label entirely.

## Changes

1. UI and API have been equipped with the support to mark a label as archived
2. The time when a label has been archived will be stored in the DB

## Outsourced for the future

There's no special handling for archived labels at the moment.
This will be done in the future.

Fix API leaking Usermail if not logged in (#25097)
The API should only return the real Mail of a User, if the caller is
logged in. The check do to this don't work. This PR fixes this. This not
really a security issue, but can lead to Spam.

refactor improve NoBetterThan (#26126)
- The `NoBetterThan` function can only handle comparisons between
"pending," "success," "error," and "failure." For any other comparison,
we directly return false. This prevents logic errors like the one in
#26121.
- The callers of the `NoBetterThan` function should also avoid making
incomparable calls.

Allow Organisations to have a E-Mail (#25082)
Resolves #25057

This adds a E-Mail field to Organisations. The E-Mail is just shown on
the Profile when it is visited by a logged in User. The E-mail is not
used for something else.

Remove commit status running and warning to align GitHub (#25839)

In the discussion of #25776, @wolfogre's suggestion was to remove the
commit status of `running` and `warning` to keep it consistent with
github.

This PR will change all the branches retrieve method from reading git
data to read database to reduce git read operations.

- [x] Sync git branches information into database when push git data
- [x] Create a new table `Branch`, merge some columns of `DeletedBranch`
into `Branch` table and drop the table `DeletedBranch`.
- [x] Read `Branch` table when visit `code` -> `branch` page
- [x] Read `Branch` table when list branch names in `code` page dropdown

- [x] Provide a button in admin page to manually sync all branches.

Fix Permission in API returned repository struct (#25388)
The old code generates `structs.Repository.Permissions` with only
`access.Permission.AccessMode`, however, it should check the units too,
or the value could be incorrect. For example,
`structs.Repository.Permissions.Push` could be false even the doer has
write access to code unit.

Add the ability to pin Issues (#24406)
This adds the ability to pin important Issues and Pull Requests. You can
also move pinned Issues around to change their Position. Resolves #2175.

The Design was mostly copied from the Projects Board.

## Implementation
This uses a new `pin_order` Column in the `issue` table. If the value is
set to 0, the Issue is not pinned. If it's set to a bigger value, the
value is the Position. 1 means it's the first pinned Issue, 2 means it's
the second one etc. This is dived into Issues and Pull requests for each
Repo.

## TODO
- [x] You can currently pin as many Issues as you want. Maybe we should
add a Limit, which is configurable. GitHub uses 3, but I prefer 6, as
this is better for bigger Projects, but I'm open for suggestions.
- [x] Pin and Unpin events need to be added to the Issue history.
- [x] Tests
- [x] Migration

**The feature itself is currently fully working, so tester who may find
weird edge cases are very welcome!**

New webhook trigger for receiving Pull Request review requests (#24481)

Provided a webhook trigger for requesting someone to review the Pull
Request.

Some modifications have been made to the returned `PullRequestPayload`
based on the GitHub webhook settings, including:
- add a description of the current reviewer object as
`RequestedReviewer` .
- setting the action to either **review_requested** or
**review_request_removed** based on the operation.
- adding the `RequestedReviewers` field to the issues_model.PullRequest.
This field will be loaded into the PullRequest through
`LoadRequestedReviewers()` when `ToAPIPullRequest` is called.

After the Pull Request is merged, I will supplement the relevant
documentation.

Refactor Pull Mirror and fix out-of-sync bugs (#24732)
The "mirror" table and "repository" table might be out-of-sync in some
cases.

It means that "IsMirror=true" but "Mirror=nil"

This PR removes unnecessary "Mirror" field, rename "Mirror" to
"PullMirror" and fix nil panic bug.

with a lot of commits. The issue is that it spends a lot of time
calculating information that may not be useful/needed by the user.

this has two issues:
1. The name `stat` is rather misleading, because disabling `stat`
disables the Stat **and** Files. This should be separated out into two
different params, because getting a list of affected files is much less
expensive than calculating the stats
2. There's still other costly information provided that the user may not
need, such as `Verification`

This PR, adds two parameters to the endpoint, `files` and `verification`
to allow the user to explicitly disable this information when listing
commits. The default behavior is true.

Rewrite queue (#24505)
# ⚠️ Breaking

Many deprecated queue config options are removed (actually, they should
have been removed in 1.18/1.19).

If you see the fatal message when starting Gitea: "Please update your
app.ini to remove deprecated config options", please follow the error
messages to remove these options from your app.ini.

Example:

Many options in `[queue]` are are dropped, including:
`WRAP_IF_NECESSARY`, `MAX_ATTEMPTS`, `TIMEOUT`, `WORKERS`,
`BLOCK_TIMEOUT`, `BOOST_TIMEOUT`, `BOOST_WORKERS`, they can be removed
from app.ini.

# The problem

The old queue package has some legacy problems:

* complexity: I doubt few people could tell how it works.
* maintainability: Too many channels and mutex/cond are mixed together,
too many different structs/interfaces depends each other.
* stability: due to the complexity & maintainability, sometimes there
are strange bugs and difficult to debug, and some code doesn't have test
(indeed some code is difficult to test because a lot of things are mixed
together).
* general applicability: although it is called "queue", its behavior is
not a well-known queue.
* scalability: it doesn't seem easy to make it work with a cluster
without breaking its behaviors.

It came from some very old code to "avoid breaking", however, its
technical debt is too heavy now. It's a good time to introduce a better
"queue" package.

# The new queue package

It keeps using old config and concept as much as possible.

* It only contains two major kinds of concepts:
    * The "base queue": channel, levelqueue, redis
* They have the same abstraction, the same interface, and they are
tested by the same testing code.
* The "WokerPoolQueue", it uses the "base queue" to provide "worker
pool" function, calls the "handler" to process the data in the base
queue.
* The new code doesn't do "PushBack"
* Think about a queue with many workers, the "PushBack" can't guarantee
the order for re-queued unhandled items, so in new code it just does
"normal push"
* The new code doesn't do "pause/resume"
* The "pause/resume" was designed to handle some handler's failure: eg:
document indexer (elasticsearch) is down
* If a queue is paused for long time, either the producers blocks or the
new items are dropped.
* The new code doesn't do such "pause/resume" trick, it's not a common
queue's behavior and it doesn't help much.
* If there are unhandled items, the "push" function just blocks for a
few seconds and then re-queue them and retry.
* The new code doesn't do "worker booster"
* Gitea's queue's handlers are light functions, the cost is only the
go-routine, so it doesn't make sense to "boost" them.
* The new code only use "max worker number" to limit the concurrent
workers.
* The new "Push" never blocks forever
* Instead of creating more and more blocking goroutines, return an error
is more friendly to the server and to the end user.

There are more details in code comments: eg: the "Flush" problem, the
strange "code.index" hanging problem, the "immediate" queue problem.

Almost ready for review.

TODO:

* [x] add some necessary comments during review
* [x] add some more tests if necessary
* [x] update documents and config options
* [x] test max worker / active worker
* [x] re-run the CI tasks to see whether any test is flaky
* [x] improve the `handleOldLengthConfiguration` to provide more
friendly messages
* [x] fine tune default config values (eg: length?)

Display when a repo was archived (#22664)
This adds the date a repo is archived to Gitea and shows it in the UI
and API. A feature, that GitHub has been [introduced
recently](https://github.blog/changelog/2022-11-23-repository-archive-date-now-shown-in-ui/).

I currently don't know how to correctly deal with the Date in the
template, as different languages have different ways of writing a date.

Make wiki title supports dashes and improve wiki name related features (#24143)
Close #7570


1. Clearly define the wiki path behaviors, see
`services/wiki/wiki_path.go` and tests
2. Keep compatibility with old contents
3. Allow to use dashes in titles, eg: "2000-01-02 Meeting record"
4. Add a "Pages" link in the dropdown, otherwise users can't go to the
Pages page easily.
5. Add a "View original git file" link in the Pages list, even if some
file names are broken, users still have a chance to edit or remove it,
without cloning the wiki repo to local.
6. Fix 500 error when the name contains prefix spaces.


This PR also introduces the ability to support sub-directories, but it
can't be done at the moment due to there are a lot of legacy wiki data,
which use "%2F" in file names.
