refactor webhook *NewPost (#20729)

* refactor webhook *NewPost

* remove empty values

* always show errs.Message

* remove utils.IsValidSlackChannel

* move IsValidSlackChannel to services/webhook package

* binding: handle empty Message case

* make IsValidSlackChannel more strict
